How can a change of model be addressed?

We are witnessing a change of model in the use of electrical energy, a model in a distributed generation and own consumption framework with storage which offers numerous advantages over the traditional model of large centralised generation, transport, distribution and marketing. Clear legislative changes are required for this new reality ,especially in terms of the relationship of users with the distribution lines, users who

will become energy producers that should be able to export to the lines.

Another crucial aspect is the technological evolution of storage systems and the exponential increase of investment in research with the arrival of the electric vehicle, which points in the medium term to storage systems that are far more volume/energy efficient. We will therefore see a major increase in their useful life and significant decrease in production costs.

DIRECTIVE 2009/28/EC OF THE EUROPEAN PARLIAMENT urges member countries to acquire a legal framework for distributed generation and own consumption. Some European countries already have it, others not yet.

This new model is an irreversible reality which sooner or later must be addressed. The country which does this sooner will gain an advantage over the rest.

Renewable energies could produce more than 20 million jobs around the world by 2030

This would be one of the results of a clear investment in a green, inclusive global economy, according to a report of the Observatory on Sustainability in Spain drawn up for the Rio+20 Conference.

This means taking on the political and social challenge of driving the green economy forward in a more environmentally and socially sustainable model of development by creating green jobs and in strategic response to the systemic crisis and global change.

A just, generalised transition towards a green economy would give way to higher per capita income than that of current economic models, and at the same time would reduce the ecological footprint by almost 50 percent by 2050, while saving in resources and releasing of environmental space.

If 2 percent of the world GDP were invested each year, the world economy would maintain similar or even higher levels of activity than up to now, but without aggravating the risks of the crisis associated with the current model of large resource consumption.


By 2030, renewable energies could generate 20,400,000 green jobs around the world (UNEP and ILO: Green Jobs Report).

The green economy allows a hypo carbonic economy to be strengthened with mitigation policies and strategies for adapting to climate change, and also enables the energy model to be restructured with renewable energies that enhance the progress of the more vulnerable countries.

To support a fair transition to a green economy by enhancing diagrams of local and global governance for sustainability.

Governments play a basic role in enabling the transition towards sustainable development by changing laws and policies and investing public money in public wealth.

A wider reform of the institutional framework for sustainable development must be considered, and in this context there is an obvious need to strengthen environmental governance in all areas (local, national and world).
